I don't understand how the Queuing system works...

So I hop into my game, click my character expecting an error 1017 and am happily greeted by being in a queue of 24 players. After about 2 minutes I then get greeted by an error 1017 WITH my queue still open. I'm in a Queue, game, Why do you then have to tell me that the world is full and kick me back to the title screen?

I'm loving this game when I can actually get into it but having 3 characters on 3 servers and not being able to play any of them because the game refuses to let me stay in a queue is really making me doubt that this game is worth the subscription costs.
