Quest Turn-ins!!

Please remove the level restrictions from quest turn-ins. If I am capable of accepting the quest, and then completing the quest, I should be able to turn in the quest.

It is the most frustrating thing in the world (next to 1017) to partake in challenging content and then having to wait several levels to turn it in. So not only do I get no reward for my hard work, but now I have a quest log chalk full of quests I cannot turn in, and will have to teleport around all over the place when I do reach a level qualified enough to turn them in.
