Bump; I hope this is fixed soon. I am really not sure how this was missed in testing -_-
Shouldn't it be in the bug forum?
I think it may just be a description error. I just tried using it on Vintage Square Shield recipe which has a wind affinity and I'm sure I only got 100%, not 200%.
It still needs fixing, of course, but you may want to test for yourself.
It's a description error. Brand of Lightning doubles progress for lightning synthesis.
