Several of those levels appear to be wrong. Here's what shows in my Duty Finder:
Sastasha: 15-18
Tam-Tara: 16-19
Copperbell: 17-20
Halatali: 20-23
Toto-Rak: 24-27
Haukke: 28-31
Longstop: 32-34
Haven't unlocked beyond that due to errors and work.
How do you get access to Halatali?
My wife and I have done the main storyline nearly to Haukke.
Go to Vesper Bay and talk to the npc that's near the Waking Sands. They will give the quest to you.
You get access to halitali through a quest in Vesper Bay outside of the Waking Sands. I think its called "Hello Halitali."
