Hello. I'm from the server Balmung, a friend of mine who just took up the game has been trying to make his character for the past 12 hours without success.
The server seems to get unlocked every now and then, but he keeps getting stuck with a loading screen after submitting his character regardless.
Is this being addressed?

There is a post in their information forums saying that Balmung is blocked for character creation (along with 21 other NA/EU servers) for the time being. Yes, it looks like they are working to address the server stress issues that are going on, but the way it is being handled right now is through server login gating. I imagine they will reopen character creation at a future date but it is temporarily disabled.
