So i had to get to rank 2 in the hunting log and complete a trial to promote to Second Lieutenant but apparently upon getting rank 2 i need the commanders approval which is the trial. My problem is. Who is the commander and where is the trial? Is it story related or something?

I just finished the quest from the commander and finished first and second GC hunting log, but I still can't promote my rank yet. She doesn't have any quests left. I think it's story related. I made it to "Getting Even with Garlemald" quest after saving Biggs & Wedge.
Its strange it must be story related.
I'll let you know if I found a way to promote.
I'm on last main scenario and there isn't a way to promote yet.
Looks like we will be able to promote after finishing the specific dungeon. It's called "Amdapor Keep." and it's really harder than The Praetorium. I haven't finished it.
