Quests around 43?

Leveling my ACN while doing the main story and all available quests, I've reached the next major fight, which requires me to be 44. afaik I did all quests at the various hubs (the main story lead me to) yet it's still 240k till the next level.
I thought quests were supposed to get us all the way to 50. I even had rested bonus all the time and being legacy also gave a nice boost to exp.
obviously I could grind those levels with dungeons, FATEs or leves, but I'd rather do quests...
