I was never able to log in during pre-access due to wrong region code being sent to me. SE never responded to my tickets, which I filed starting last week. Now I have the registration code and am once again region-locked from using the code.

Same thing here, I just receive my game activation code from GMG , again another " WRONG REGION " .
Gotta love Square Enix .
After submitting an email ticket this morning and hearing absolutely nothing, I decided to try my hand at the live chat. 2 1/2 hours later I get, "There are no agents available to chat with you," and I'm kicked out of the queue.
