How do you unlock the quest?

I'm guessing you have to be so far into the main scenario. It's not available for me.

I was worried only legacy would be able to get the ring. I missed it by a few days >.<

I think if it isn't available to anyone, it is only available to 1.0 transfer characters, not just legacy members. It would make sense since it is a Meteor Survivor item.

Im not legacy, and I got it when I'd oiled the guy up. Its just a normal quest.

Can I oil up a girl instead and still get it?

It would make sense. But I'm legacy so it should be available if that's true.
