Friends of mine popped over to the JPN servers and there are hardly anyone playing. We are going to dink around over there until things clear up.
We couldn't find a NA server we could log into, we are not committed to our current server and are willing to move to a less populated server if it helps. We just cant find a less populated server.
Faerie was free when I made a character there.
I made a character on Faerie quite easily. It seemed reasonably populated, but then I was only on there for 30 minutes before Phoenix was unlocked.

I'd wager their working on setting up new servers for NA/EU now. Hopefully sooner than later. It can take a while to set up new servers though and they didn't expect this much need for them.
I had a character on Behemoth, now after playing for 3 nights straight uninterrupted I'm staying on the JP servers. Thank you very much SE for making the transition a whole lot easier.

Coeurl seems to be open for a fair time. Best time to make a char is very early or very late in the day
