Could be, but I personally have not tried making a char on the only server not locked to see if it will let me in haha
The problem is all the people who log in and never log out...and SE incentivising the behavior with 1017 errors. Post in this thread and get SE to make a real solution to the problem, not a patch fix like 1017.
