Questlines in Central Thanalan

I came to Ul'Dah and started all of the quest lines for the classes, and I didn't notice if it was like this before I did anything with my character, but I came out to Central Thanalan and none of the quests were available on any of my classes, from Lv1 all the way up to Lv20. I can't imagine it could be something on my end so hopefully character/server should be the only relevant information.

Start was Marauder and I've definitely seen a post about this once before but without the proper information included. Also, this actually occurred during open beta but I decided to wait until full release to see if the server maintenance and updates would fix the issue.
