I believe people are just logged on permanently on Cactaur. And since there is no AFK kick. No one out will ever get in again. Since this no queue thing began and the era of the 1017 I have not been able to log in once. One time I was in a queue and got a 1017 during the queue. Pretty amazing stuff.
