Years ago this issue of full worlds was happening to American MMO's what they do is open up a couple more servers and allow free transfers.
Also the Americans use a one code login system, what that means is when you buy a game, one code is input and you are good to go on everything, and one login gets you to all websites and services without having to enter the username again. It is called a central database.
