Will our friends who are not Legacy players be able to join us here on Ragnarok?

The official launch will be in less than 24 hours, and I was wondering..
Will our friends who are not Legacy players be able to join us here on Ragnarok?
Yes, however... curently there is a char creation block on the server which doesnt allow new chars to be created here.
Old legacy members can join Ragnarok legacy server, but we can't transfer to a regular server(Balance issues)
