Stop locking character creation to players with existing characters on the server

There is NO USEFUL PURPOSE served by not allowing accounts with existing characters on a server not to create a new one, the server will be no more loaded if I create a new character than it will be if I log in an existing one!

I guess this restriction is not because the server load, is because we have not subscribed any fee service and the number of character you can have in the same server depend of the fee you pay.

Nope, it's server lockout, the message tells you that.
