Can't roll "Need" on Equippable Gear - Bug or not?

I was in Longstop earlier and a few pieces of Plate Aetherial gear dropped that I couldn't roll "Need" on, only "Greed" and "Pass"

They were all equippable by my class and all upgrades.

Is this a bug or working as intended? I assume the logic behind this is that because the helmet is Plate it is considered tank gear and I, a Dragoon, can't roll on it.
