Glad they fixed the JP server

I could be wrong but I'm guessing that the people working on the NA and the JP servers are different. The NA group is probably based in Canada and part of the English localization while the JP group is based in Tokyo for that localization. This would make sense to me since the servers are located around the world from each other. Does anyone know for sure?

If this is the case to at least some extant both regions posses their own resource pool. If NA has problems they have their local resources to draw on and the same for JP, so just because JP servers are fixed first doesn't necessarily mean that NA is being ignored or JP favored. JP's server problem could just have been easier to fix for example. Whether or not these two region's resource pools are proportionally equal is another question though. Even if they aren't we have to take into account that Square Enix is based out of Japan and not North America. This wouldn't mean Japan is favored intentionally, it would just mean it is closer to the main office. It is a matter of geography in this case and not some form of nationalism.
