Maybe there's an issue with the actual data center for na servers. That would explain why the JP servers are fine still. Instead of raging at SE about not being rdy for launch blah blah blah etc... Consider it MAY be out of there control.

Underpopulated? the JP servers are EMPTY. I wouldn't be surprised if the JP servers represented less than 20% of the total player population right now.
Easy fix.. Close the NA servers open more JP servers and give everyone a 1 time server transfer for a JP server.
My conspiracy theory? I think US SE branch are incompetent.
Now obviously I wouldn't know who made the decisions anyway but... lumping NA and EU servers together? I wonder if I'm allowed to say "There's your problem! Derp!"
All I can really say is... someone, somewhere along the line... went cheap on the servers. Or underestimated the popularity of ARR and did not prepared enough NA/EU servers. And signed a year (or several years) worth of server service contract. Thus we're stuck with what hardware we're currently seeing.
Now that it's too late... the Dev team has to optimize what hardware they have just days before release. Hopefully, by the 2nd month when people start subbing (if enough people sub), they'll look into getting a contract with a different server company.

what is out of their control is still their RESPONSIBILITY! prior planning prevents piss poor performance.... just because you are not in control of the situation doesn't mean it isn't your fault. being in control at all times is the essence of what it means to lead.
TLDNR, they should have thought of everything before doing anything.
