Unable to Accept new Duty

I'm going to assume that this is due to the ongoing failures that is the Duty Finder, but I've been having this issue since I logged in 2/3 hours ago. I don't dare log out, as I am NOT going through the "This world is full, we're not going to tell you when it's not, don't bother trying again, you'll destroy your PC before you get in again." error message. That thing is soul destroying.

Anyway, every time I try to enter a duty, i get an error stating "You are unable to accept a new duty at this time. Please try again later." I feel that 2/3 hours is later, and no, it's not working.

2. Select A Duty
3. Press Join
4. Withdraw from Duty
5. Press U
6. Select A Duty
7. Press Join
