NA player on JP server... which character will I get to keep @ launch

Ok so I only have 1 character on the NA server Diabolos. That is going to be my main and probably only character. I'm most likely going to get the cheapest tier payment plan. So IF I create a character to play on the JP servers while NA servers are FULL and can't be lucky enough to get in... Will It let me pick the character that I'm going to keep as my main when launch and subscriptions begin? I honestly don't want to pick the JP server one because I wouldn't be able to play with any of my friends.
