Connected only to find that no servers are accepting new characters?

This isn't even the full release yet, and after fighting to get the NA/EU server list to update, there is only one server available to choose at a time, and it's never the same for me and my friends. Worse, it often changes so fast that the three minute limit on updating the list is just ridiculous.

Could someone at least give us a statement on when SE will be able to set up new servers? Even if they're temporarily located on the JP cluster, and moved to NA/EU later...
