SE, how are you going to keep paying customers if we can't even play? You should be happy your game is so popular, and beef up the servers to account for it, not simply deny new logins when things get crowded.
I wonder if that is so easily done.. and it probably costs a ton of money too...
In any case, there should have been two new data centers to house all the NA/EU players. Just my humble opinion.
I find it hard to believe that they coded the infrastructure in such a way that they couldn't add more servers as needed, that would be simply irresponsible. Servers probably cost a bit but compared to potential lost revenue from frustrated customers who can't play the game they are paying to play... I'm sure they could justify the business case for it.
A good 60% of all players are just shut out right now.

Stop all logins over what you can handle.

Seems that way OP. Does it cost money to add more data servers? Sure. It'll cost more though is 10% of the people that can't log in cancel their orders because of this issue.
I think they're disabling logins specifically to identify the root of the server instability. It seems like they are rolling back the restrictions very slowly, but surely.
