Why can't I make a thread?

My character is level 25. It says so in my profile too.

I posted twice outside of the new player help forums yesterday.

But again... that was yesterday. It's been almost 24 hours.

So why the hell does it tell me I can't make a thread???

Still unable to make one. Anyone know what the issue is here?

And still unable to create a thread outside of these forums.

I have no idea why.

This and the fact that I haven't been able to play for the past 8 hours is really pissing me off.
