Possible to change character's appearance?

Starting September 10th people will be able to purchase Play Time. Purchased Play Time accrues to earn Veteran Rewards. For Purchasing a minimum of 30 days, you will receive a vial of an elixir named 'Fantasia'. 'Fantasia' allows you to customize the character and even change the sex of said character 1 time on the next log-in.

Unless you were a Legacy character and were provided with a character appearance reroll, I'm going to say the answer is currently no. You'd have to recreate your character from the beginning. Or, wait until they implement appearance change requests. There will likely be a fee attached to the latter option, as well as a TBD wait time for the option to be made available.
