Since we have no access to an off-hand,and thus cannot reach the same stats as a MIN/BOT, what do people thin are the stat goals for fishing?

Since we have no access to an off-hand,and thus cannot reach the same stats as a MIN/BOT, what do people thin are the stat goals for fishing?
Alright well, here's how I look at it.
Good friend of mine is a miner (I am not), her stats WITH an offhand, are 297 Gathering and 308 perception.
Remove the off hand and its, 241 gathering and 209 perception.
So, I guess those are some really rudimentary and rough targets to aim for.
