Game Loading issues.

So on PS3 I'm running around questing in East Shroud as my lv 22 (now) THM. I noticed before the maintenance and now even before the maintenance that there are times, especially during FATEs, when players do not load, monsters do not load, my character is stuck in casting, and it sounds like there's cheering of npcs in the background. I have no idea what this is, but it seriously needs to get fixed. Anyone else experiencing something similar?

Edit: noticed that chocobos tend to slide across the ground while everything else moves normally.
