As the name states, I can't unlock Halatali
I know the NPC is supposed to be at the Waking Sands, but he's not there
am I the only one having this issue or has the NPC been moved somewhere else without anyone knowing?

am I the only one having this issue or has the NPC been moved somewhere else without anyone knowing?
It's not located in the Waking sands, but Vesper bay to be exact. It's a quite random NPC standing near outside the Waking sand entrance building.
