I noticed this during phase 4, while I was able to wear my Darklight Sollerets as a warrior in phase 3, and my Alpine War Jacket as an archer and monk, i'm unable to do so as of now. What's the reasoning for this? I couldn't find any note of it in the recent change notes so that's why i'm asking, and i'm also wondering if there's a possibility of it being reverted/changed in the future.

They changed the job requirements and released additional pieces for certain classes. If you go to Revenant Toll you can see them all.
