2 XIV Accounts, Chat Support didn't answer my question

My FFXIV account shows 2 accounts

XIV Account 1: Legacy character
Beta Character
Garlond Goggles

Xiv Account 2: Beta Character (Phase 4)

Question to Square Enix: Can I transfer Garlong goggles to Xiv Account 2?
Answer from Square Enix: No, this is non-transferable
Reply to Square Enix: Okay, why couldnt I create my phase 4 character in XIV account 1?
Answer from Square Enix: Sorry we can't transfer characters between accounts

That was a bit confusing but...

As far as I am aware, you had to create your character with your FFXIV 1.0 account (e.g. before ARR) and then create your character during the ARR beta - only then it transfers over via Moogle post. So you had to have the item in your possession during FFXIV 1.0.

Only the first print runs of FFXIV have the Garland Goggles...

Ok yeah I did have a legacy character and got my goggles, but my question that wasn't answered was why couldnt I create a character in Phase 4 under my XIV account 1? It said to me that I couldn't create a character under phase 4 because there was no room, so I had to create a character under a new one, XIV account 2 for phase 4. Come to find out, I cant use my Garlond goggles now from my legacy account.
