Posting limits are restricted in Technical Support?

As seen here :

I'm a level 33, so I should be able to make one thread, but also there is a mention that there is no restriction for Technical Support. Which apparently is false, as I cannot make a thread in General Discussion after making a thread in Technical Support.

Could you please review that this restriction is, in fact, correctly setup?

EDIT : Just to clarify :

If you made a thread in General Discussion first, you can make a new thread in Technical Support.
If you made a thread in Technical Support first, you CANNOT make a new thread in General Discussion.

I understand WHY its doing this (because General Discussions has a 'check' to see how many threads you made that day), but anything put in Technical Support should NOT be counting in that total, I believe.

good way to lose connection with your community, tru its a good system... when people can actually level up!!!!!

Wtheck is the point of the forums with such asinine restrictions. Might as well point community elsewhere such as reddit for any dang meaningful conversations. Counterintuitive all around.

I believe that it is assumed that these measures are in place to help slow down the congestion on the forums which used to cause them to crash every few days, however, being that many people are from P4, they were capped at level 20, so the restrictions are kinda mean to those player that have meaningful things to say but cannot post them outside of the "unrestricted" forums.. As they cannot make posts outside of those forums until the game comes back up and they are able span those levels between where they were capped, and lvl. 25 where the "first forum post" is "awarded".. o,o'

If they are worried about the forums crashing there are other less restrictive measures. For example after X amount of posts a user cannot post for 15 minutes. This prevents needless spamming. There have been way better implementations done by other companies. Heck if you are worried about random folk spamming the forums and crashing the servers don't give access to anyone without an active account except for certain sections.

IMO if you are crashing every few days from people posting and need to take such restrictive measures against the active community:
1) Your management skills are shoddy
2) Hire qualified folk who know how to set up a more reliable system
