Collector's Edition Upgrade?

I don't see an option to upgrade my game to a Collector's edition.
I've heard you can for 19.99, but has it been implemented yet?

You can not do the account upgrade until official launch, it will be done through the Mogstation, which will be active on launch (hopefully).
