How many characters per server for Early Access/free month?

I know you can only have 1 character per server with the Entry account level ($12.99/m), but how does this work for Early Access and the initial free month? Are we limited to 1 character per server until our first billing period? Will we be given 8 per server until the free month expires and then have the other 7 slots locked unless we subscribe to the $14.99/m Standard service? Is Standard service the default and you need to specify Entry level or the other way around?

The whole multiple service levels thing seems to be needlessly confusing.

I'm going to assume it will work similar to when 1.0 began charging, you can make the max amount of characters (so 8 per server, 40 total) and once the free period runs out all of them will get deactivated and you will have to pick which one(s) you want to pay for. Keep in mind this hasn't been stated anywhere officially.
