Digital PS3 version not available in Europe?

I wanted to purchase the digital PS3 version, since it was available on both Japanese and US Playstation Store.
To my surprise, the European PS store doesn't have the preorder. Only FFXIV related thing is an E3 trailer.
Will the digital ps3 version become available for preorder before the headstart?
