New Thread cannot be created on World

"New thread cannot be created due to either you have reached to your daily limit or your main character's level is not high enough."

I receive this message when trying to post on the CACTUAR NA forums.

I reached level 20 on at least 1 character.

Edit : I am mistaken. I tried searching for it, but maybe because the forums were new it did not show up.

According to the post here I cannot make a new thread until I am level 25.

Problem solved, sorry for the unnecessary thread.
