EU and US acc and codes

I have a US SQEX Account and 1.0 ver. US game linking with my account
We already know that game codes are region locked, and items are possible.. not
What about preorders?
Can i get EU version and get early access and in-game items for my US Acc?

And what about PS3 ver.
Can i play with any PS3 Disc on my EU PSN accont and US SE Account or do i need get US PS3 Disc, make US PSN?

Getting US ver. was important for most of us, because US ver. greatly cheaper than EU ver. afterward, but all rules for locked codes make us very unhappy
