Should I be making a character before I register the item codes? or should I register them first? I keep on seeing different answers, or would I be safe to do it when ever and have all my characters get the items?

No reason not to register any and all codes as soon as you are able!
You originally had to apply the codes before making characters, but now the items get sent to you in-game via Moogle mail, so either should be fine.
