Account Characters Move ~ Possible?

An account that has multiple characters (say two), can one of them be individually moved (transferred) to a new account?

Father and son (not me) want to play v1.0 established characters in ARR, but with different accounts; and if not at launch, sometime soon after.

I feel obligated to say that I did a brief search for this information, but decided that someone out there may know the answer; no need to tell me it’s already been posted, everything has already been posted. :)
