Dots around my char (or inside my char)

sometimes when i walk around i notice some dots around my char
i have record it but it's hard to see it on the video.
then it is in the game

it's not the skin model of the gear that make it looks like that.
because i have try it with other gear/weapon... and using no gear.

my hardware i use now is:
Windows 7 64bit
Nvidia 580
12GB memory
SSD HDD

it's hard to see it on youtube because the quality gets lower with the video :(
with the zoomed in version on 1080P you can see the dots
