Error 11023 unable to access server for version

Details
when trying to start game i received the following error. on 9-25-12 at 10 pm. i have checked router cables, network adapter, power cycling modem. checked forums and tried multiple things. all resulting in the same resulted error.

11023 unalbe to access server for version

Steps:
1.) experienced error code upon trying to start ff14
2.) attempted to try again several times, after power cycling router.
3.) Receive the following error code each time i try.
