Very Slow Connection
I have the game downloaded and can play but getting very low sending/receiving connection. Can anyone help?

I'm kind of surprised that video card is able to run the game at all.
Are you sure that you actually have a connection problem? Your Send/Receive will turn yellow/orange/red if you're having connection issues. Don't pay too much attention to the numbers.
More than likely you're playing with a really low FPS. Please provide more detailed information on the problem you are experiencing.. and turn down all of your settings in the FFXIV config utility.

Sounds like a PC specifications problem to me, then. Your laptop doesn't even meet minimum specs, so it will be hard to get the full FFXIV experience. You basically have two options.
1. You can lower all of your FFXIV graphic settings, turn off background programs, adjust your computer for best performance, etc. Hopefully the game will be playable that way.
2. Buy a new laptop or Desktop that has a decent graphics card.

3. Wait for the PS3 release.

Yes. It lags a lot. Everything moves really slow.

It is definitely your hardware. Most games on the market, you can coax a game to work even if you are below minimum specs. As a general rule, with FF14, you can't. Your slow FPS is due to the fact that your system simply cannot handle the game. As was said before, upgrade, or wait for PS3.

Your CPU barely meets the minimum requirements, and your GPU is far away from meeting them that I am surprised you are actually able to even play the game to any degree.
Although you can add an external video card to the notebook, it is not something I would suggest looking at the rest of your specs, the money would be better spent towards a new PC/notebook.

your video drivers are very old
and i remember one of the updates in 2010 had a update for FFXIV.
