Hitching since 7.4

The last thread was closed, i did not get the option to state that there is no issue with crashing.. nor directly message to give clarification...
which may have been a misunderstanding on the part.

Is there any alternative advice given that?

I've had hitching that is sometimes once every 20 seconds, sometimes once every 2 minutes.
There's no change in my data
My gpu usage dips

I've taken many. many steps detailed in the previous post.
I've received the same suggestion twice, concerning opening my ports... for an issue that only exists in this game,
and i 1, do not feel comfortable doing and should not be expected to, and 2, there is no reflection in my data causing game lag
