Does anyone know how they work/what they're based on yet? I want to make a hhetsarro character for roleplay purposes, but I can't find any information about their naming conventions.

No word on naming conventions, unfortunately, but I do have a list of current character names.

It's possible there is some crossover between Hhetsarro and the other Xak Turali races, but it isn't clear. I can post those lists too if you want. (A big infodump post is already under construction.)
If there's already an infodump post on the way, then no need. It'd be a little disappointing if all the Turali races share a single naming convention, but at least we'll know if someone figures out that that's the case.
It'll be a while, I just meant I've already got the name lists gathered. My immediate project is getting all the name lists written up in one place and then I can resume doing more in-depth ones on specific races. I do want to look at the Xak Turali trio as a priority though - I don't know if their names will map to anything but I'd like to see.

You can see there are some distinctive elements to each, but also occasionally names that look like they've been used for the wrong race, and I don't know if that's because they share sounds or borrow other races' names (like the Xbr'aal couple with Tonawawta names) or they're meant to be mixed-race, or if it's just an out-of-universe error of sticking the wrong name on random townsperson 593.
Might be helpful to look at the language that SE used for most Turali areas (Lushootseed I think). The convention might be more of tribes having a theme to their names.
The thing I'd love that might be plausible is a general eye for the language family being used. I can at least tell that there's some fairly consistent phonics to the hhetsaro's names, and we've been able to match language groups used for other parts of Dawntrail before (specifically Kozuma'uka's names seem to at least be trying to invoke Tupi or Maori), so it would probably help us get a bead on hhetsaro names to know if it's pulling from a specific culture.
