This, ever so much. I remember rage-quitting the game for a week when I was a sprout, and one of the reasons was the solo duty in 3.x where you end up in a duel with Raubahn. I was doing decent damage, so when he brought out his add-things (I forget what they were called) to do his ultimate attack, I decided to focus him down before he could finish his mechanic. But nope! He’s not allowed to fall before his mechanic resolves, so that route just results in a loss. It was part of the way this game wants you play it in a very specific way and often won’t allow you to come up with alternate solutions to the problems it puts in front of you. (Within a few days of that I also did the Sage intro combat duty, which was its own can of worms, but the Raubahn duel was a definite contributor.)

On one hand it sucks that you can't brute force through it, on the other hand it sucks when bosses can't even do their mechanics because they are dead too fast.
You WILL finish the entire Ice Phase and you will *like* it.
This had been under discussion for quite some time. In truth, it should never have been in the released, and more DPS should have allowed you to skip that phase entirely.
They could always make some mechanics triggering HP based to try to ensure they get to do them, that when their HP hits a certain % they queue up a mechanic as their next move. They did that in ARR.
