Quest "Up In Arms" not showing up

I thought I'd be a little masochistic and complete another lvl 50 Relic Weapon. It's not my first, but I got stuck.

Everything was completely normal until I received my Zenith from the Furnace. I thought I would get the Up In Arms quest from Gerolt. He doesn't have the new quest for me. I tried both equipping the Zenith and putting it in my inventory. I checked the quest log to see if I already had the Quest. I even gathered all 12 Atmas and tried handing them in with Jalzahn, but that didn't work either.

I'm sure I'm missing something. Any ideas?

Level 50 relics are always a bit vague. I don't think you need to specifically unlock that quest again. Should just be able to turn in the atmas at Jalzahn. Granted I've only made two weapons so my memory is also vague, but I remember dealing with a similar scenario.

I don't hate myself enough to make a third weapon to test.
