Snakebite and Painter's gear lacks an Outfit Set

While I am unsure if this is an intended design decision, currently the gearset provided by Varsurdh in Old Sharlyan for jobs introduced in 7.0 lack the ability for them to be converted. This job-specific gear was introduced before 7.1 which would be inline with what has been specified on the patch notes, but they haven't been included as a part of the new outfit sets.

Steps:
1. Open the shop for Varsurdh
2. Inspect the item details for affected items
3. Observe the lack of Outfit tag on the glamour dresser icon
