Occult Crescent: Allow queuing into Critical Encounters

I don't think there was any benefit to removing the ability to queue into CEs. It still doesn't dissuade players from waiting at the base camp to wait for CEs if that was the intention. Those players still wait for CEs from the base with the only difference being that they move to them when they spawn. If anything, removing queueing likely reduces FATE activity because players don't want to risk missing out on CEs. In Bozja, players could do Skirmishes without worrying about missing out on CEs(besides player count limit) since they could just teleport to the CE at any time from the queueing menu.
