Question is if you use your retainers for ventures. And leveling them, the gear that you get from them and turn in to the grand company is it legal to do that? basically , running ventures to lvl them , and the gear is not needed , either dis-enchanting the gear or turning in to the grand company for seals.

That is completely "legal," yes.

If you send your retainer out on a venture, then you can do whatever you want with the items that they bring back.

As long as you're paying your professional thieves their appropriate wage in ventures, there should be no issues! :P
