New chat bubble feature turned off during combat? Why not an option/toggle?

So from what we know, it seems the new chat bubble feature is gonna be completely disabled while in battle or PvP, and I can understand why to a degree.

But why not just have it disabled by default and let people enable it if they want it.

It would help a lot if someone calls out something important during battle, and it happened many times before, especially when I was new to duties and its mechanics, it's just very hard to see it in the chatlog cause I'm not paying attention to the chat, I'm looking at the boss and center of the screen.

I would appreciate it a lot if it was an option that we could toggle on and off in battle and PvP, rather than just disabling it fully :/

So people who want this feature to have better QoL are getting punished, because someone could be mean and harass others to turn it on?

It would be a toggle for a reason, with default being off. If someone is being mean and starts harassing others to turn it on, then they should be reported and get punished for their actions.
Saying that you don't want to allow chat bubbles in battle cause of potential toxic behaviour, is idk, like why even have chat at that point as well, just simplify it like in Crystalline Conflict
