FC leader having payment issues

This is the second time my FC leader is having payment issue's and I was wondering if there's an official solution to them. It seems that the issue in question is related to her address and there being a problem on SE's side with processing it .

What recourse does she have to get eveything back up and running again as she is the one who introduced me to FF14 and I would really like her to be able to continue to play. She has sent her ID and proof of address etc but nothing seems to be getting done
